		<description>&lt;p&gt;Maybe if the Iraqis had not been so quick to copy the US system of government they might have succeeded.  Given the demographics and fanatical nature of the two factions (40% Sunni and 55% Shia), a coalition Sunni-Shia government FROM THE TOP DOWN might have worked.  If Al Malaki and Sadr had to show up for work together every day they might work things out.&lt;/p&gt;
