The national debt rose(above and beyond accruing interest) each year through the Clinton years, because he used a little trickery to make expenses dissapear.  It&#039;s called holding expendetures &quot;off budget&quot;.  It is supposed to be for &quot;one-time&quot; expendetures that will be curtailed within one budget cycle.  Technically it is anything that will not require spending over more than one budget cycle.  The money is approved and spent, and is not included in the buget.  As we know, Clinton was a man that could get very technical with a technicality.&lt;/p&gt;
&lt;p&gt;Clinton started putting all sorts of spending in this category, even though the spending went on year after year.  The difference is that Clinton never asked for these items to be included in the budget.  He just asked for and recieved year-to-year financing from congress.  Since the financing expired within one budget cycle, it was held off-budget.&lt;/p&gt;
&lt;p&gt;Bush put the tool on steroids.  The entire trillion dollar war in Iraq and Afganistan is off budget, along with numerous other expendetures.  We are running record deficits even with the liberal use of this tool.  The trick is to hold any expense off budget that you are sure your opposition will not dare withdraw funding for year after year, such as &quot;no child left behind&quot;.  Medicare part-D is another unfunded liability that will recieve annual requests for suppliments, off-budget infusions that no politician in his right mind would vote against.&lt;/p&gt;

&lt;p&gt;All we heard from Democrats at that time was â€œthe deficit, the Deficit, the DEFICIT!  Weâ€™re mortgaging our childrenâ€™s future!â€ &lt;/p&gt;
