If he says so. Because he’s The One and that pesky bill-into-law process really is bill-into-suggestion-unless-Barkey-approves process.
Obama defends pet projects and signs spending bill
President Barack Obama, sounding weary of criticism over federal earmarks, defended Congress’ pet projects Wednesday as he signed an “imperfect” $410 billion measure with thousands of examples. But he said the spending does need tighter restraint and listed guidelines to do it. Obama, accused of hypocrisy by Republicans for embracing billions of dollars of earmarks in the legislation, said they can be useful and noted that he has promised to curb, not eliminate them.
On another potentially controversial matter, the president also issued a “signing statement” with the bill, saying several of its provisions raised constitutional concerns and would be taken merely as suggestions.
Since he now can decide what’s constitutional and what’s not, I suppose his next move will be to abolish the Supreme Court?

I may not be a huge fan of Rush, but he’s right in calling them the “drive-by media.” I have never seen such a public meanacing by any entity on a private individual.
The media is going to get a few love letters from me, rest assured.
He doesn’t have to address “Distractions” such as questions on his credibility or associates. So instead of enforcing his campaign issues, we’re to believe he was only offering “Suggestions”.
