Is this euphemism like “calorically-challenged” instead of “overweight” ?

I’m not sure, but I suspect that once upon a time “juvenile delinquent” was a liberal euphemism for “young criminal.” As often happens, however, eventually even the euphemism is thought to be too harsh, and so a better one has to be found. And so one has: This Obama-administration press release yesterday talked a lot about “justice-involved youth.”

And so it does:
In an effort to help young people involved in the justice system find jobs and housing, the U.S. Departments of Justice and Housing and Urban Development (HUD) today announced $1.75 million for Public Housing Authorities (PHAs) and nonprofit legal service organizations to address the challenges justice-involved individuals face when trying to find work and a place to call home….

    Justice involved individuals ? Well It sounds like putting lipstick on a pig . If you are a convicted criminal & served your time . Reentry into society should be work . It’s up to the individual to make the effort to prove themselves. There has been plenty of time to think about it & the resources are out there to assist .
