During a 2004 NATO exercise, an Azerbaijani soldier used an axe to murder an Armenian soldier in his sleep. Sentenced to life in prison, Hungary just extradited him to Azerbaijan where he was freed and made a mayor. Understatement to say, Armenia is not pleased.
Suspected reason: Hungary is in dire financial straits. Both China and Saudi Arabia have denied loan requests from Hungary. And talks with the IMF for a loan have been unsuccessful so far. It is believed that Azerbaijan will now buy almost $4 billion of Hungary's bonds.
