Bail Out ?

In 2017, New Jersey instituted a new Bail Bond system that lets most of those arrested out of jail without posting any bail money. Concern was that low level alleged criminals were stuck in jail while all the rich got out. Concern included disparate impact on minorities. Liberals are now before Congress arguing to similarly change federal arrest system, and possibly the rest of the States. Criticism is that NJ's system is too lop-sided toward the alleged criminal.
