Bond vs U.S. – Domestic reach of International Treaty

A Pennsylvania woman used irritant chemicals to hurt & harass her best friend who was impregnated by the vengeful woman's husband. The vengeful woman was charged under the Chemical Weapons Treaty. Now appealed to the Supreme Court, the case is a potential standard bearer for international treaty to be used in domestic instances against U.S. citizens.

I'm not sure when this case started. No later than 2009, but was it before then? Why did the feds prosecute under the CWT? Why not just let local laws be used? The CWT is meant for the use of chemical WEAPONS, not itching and burning powder cases.
