Canadian oil bypass

An oil pipeline from Canada to U.S. called the Alberta Clipper has asked to increase its oil flow from approx. 450,000 gals. to 880,000 gals. That proposal is undergoing State dept. review. However, State has said that if oil company connects Clipper to a different oil line to cross the border then existing Presidential approval and permits are valid and no additional approval for that is needed. Therefore, company is building a pipe line detour connection for approx. 20 miles to cross the border. That will increase oil flow from 440k to 570k. Greens are crying foul. Not sure why Obama administration is taking this view, but I guess that Obama would rather vote present on some increase than act on the full request.
