Comey got some splaining to do

Regarding the 2015 Garland TX shooting, the FBI was undercover with the terrorists, in the car behind them when they attacked, took cell phone photo of security guard who shot terrorists, fled the scene, and was caught/arrested at gun point. Assuming that FBI agent was not aware that the armed terrorists in the car in front of him were going into action that evening, why didn't he immediately dial 911 or whatever the FBI bat signal is requesting officers? Run from the scene? Does suggest that additional questions re Orlando are warranted.
