France rules by Decree

French President Hollande put forward a batch of small-time economic reforms which the Parliament was debating. Then the Prime Minister stepped in and ruled the law passed by decree. Because the legislation is 'essential'. Economic reform includes such crucial change as, shops in tourist zones may stay open to midnight with the employer paying for their staff's transportation and child care costs.
