    This is like the war we had on some diseases (polio, small pox, etc) that we thought we had eradicated (not). Same as with the crusades of long ago; they got tired and quit before the job was done. We have been doing the same with all the conflicts following the 2nd-WW, starting with Korea on down through today. We never eradicate a problem, just think we can co-exist with it, we cannot; you cannot co-exist with cancer, it will kill you!
