Morocco will receive millions of dollars in funding from the United States government through programs aimed to address challenges that prevent girls in the country from quality education, according to a Monday White House press release.

The Millenium Challenge Corporation, an independent U.S. Government foreign-aid agency, is expected to give nearly $100 million dollars to invest in a new model for secondary education in Morocco, the announcement stated. The U.S. Agency for International Development will also invest $40,000 to build five girls’ dormitories, known as “Dar Talibas”, by the next school year.

“I am so proud that the U.S. is working with the Moroccan Government to make…transformative new investments to educate and empower girls across Morocco,” stated United States First Lady Michelle Obama in the release.

The announcement was made as Obama visited Marrakesh Tuesday where she was joined by actresses Merryl Streep and Freida Pinto in a panel moderated by CNN’s Correspondent Isha Sesay to promote quality education for girls worldwide through the Let Girls Learn initiative….

    Millenium Challenge Corp. was proposed by Bush in 2002 and law passed in 2004. Its funding is supposed to be around $3 billion/yr. from U.S. taxpayer (with no budget cromnibus, I don’t know what funding is). In essence, MC Corp. is a way to increase U.S. foreign aid without it going under the State Dept. foreign aid budget line. Independent ostensibly means that U.S. gov’t does not determine the aid recipients. There are 17 categories that countries are to be evaluated against to determine aid worthiness. One category is evaluated by Heritage Fdn. The other 16 are evaluated by UNESCO, WHO, World Bank, Yale, and Freedom House (FH formed in 1941 by FDR to encourage U.S. entry into WWII. Org. that neocons love.). Who funds UNESCO, WHO, World Bank, FH? Oh yeah, the U.S. taxpayer. What chance they’ll return a negative eval. if U.S. President wants positive evals.? Traditionally, U.S. gov’t created independent orgs. are Commissions, such as FCC, FTC,…, that are headed by U.S. citizens approved by Congress consent. UNESCO et al are UN orgs. that the President can exert influence over but not Congress. Gosh, wonder why people are supporting outsiders and not Bush/Clinton insiders. Unexpectedly.
