Ann Coulter engages in “hate speech” ? Well, she does appear to hate Liberals, so I guess, in failed presidential candidate Howard Dean’s muddled mind, it seems to be the same thing.
And, no, Howie, actually, hate speech is protected by the First Amendment.

Former Vermont Gov. Howard Dean suggested on Twitter that the First Amendment doesn’t protect conservative commentator Ann Coulter.
Dean falsely claimed that the First Amendment doesn’t protect “hate speech” while suggesting that Coulter engages in such “hate speech.” (As the left-leaning PolitiFact had to remind CNN anchor Chris Cuomo as recently as 2015, the First Amendment does protect so-called “hate speech.”)….
