London's Mayor has now introduced an Ultra Low Emissions Zone, eg, old dirty cars will have to pay $16/day to enter the city on top of the Congestion Zone charge of $15/day. Idea is to curb London's pollution. Pollution from diesel cars & buses which had been highly encouraged to minimize carbon dioxide. Problem is diesel engines emit more nitrogen oxides and particulates causing the pollution. London has 40% vehicles that are diesel compared to U.S., 4%. Buying a new car is expensive.

    Relative to City/State designated zones; NYC created a high unemployment zone by gerrymandering parts of poor NYC with rich. Resulting in a rich part of the city to be eligible for economic improvement zone benefits, specifically use of the EB-5 visa where foreigners can pay $500k investment to get a permanent visa. Liberals clearly care about the poor.
