This is a disturbing report. We recall how Obama initially blamed IRS abuse on a few rogue agents. Subsequent investigation showed a trail that led to White House, with Obama's top IRS appointee taking the 5th (which all says somebody had better go to jail!). But now the Democrats repeat the mantra of “phony scandal”; meanwhile the IRS is writing careful rules to openly institutionalize the denial of “conservative” organizations, while giving a wink and a blessing to Obama's supporters.
