To take a bagpipe out of the country requires a $238 fee to Fish & Wildlife. And $238 to bring it back in. Ostensible reason is to ensure that Americans are not encouraging elephant poaching. The result is lunacy however. We are charging teenagers %576 to go to bagpipe competitions outside the U.S. while elephant poaching has increased dramatically in recent years, in part, due to the terrorism and political unraveling of Africa.
