I think she was hoping the horse would bolt and stampede the crowd, for maximum damage.

Kansas City police arrested a woman accused of slapping a police horse outside a Donald Trump rally last weekend shortly before officers released pepper spray on a crowd of protesters….
According to a police report, the woman had first screamed in the horse’s face to scare him. When that did not work, the report said, the woman hit the horse with her open hand.
After slapping the officer’s horse, the woman ran into the gathering of protesters — an estimated 200 people — and because of the size of the crowd, police said, they were unable to find her.
Police said Foster was identified by a caller to the Tips hotline, and the officer recognized the woman who hit his horse from a photograph….

The Police Horse is in the same category as a Police Dog, both Officers of the Law.
Since the crowd was already in a hostile state, her Intent based on her Action was to cause harm to the Police Horse, the Police Officer on the horse, and of course, her fellow “Protestors”.
3rd Degree Felony (Aggravated) on a Peace Officer is warranted.
