In 2007 the accused Blackwater security guards were guarding U.S. diplomats in Iraq. A shootout occurred and seventeen people were killed. The incident spurred anti-American sentiment among Iraqis. Today, it means state confiscation of unclaimed property when a person dies intestate. Banks and businesses are also required to turn over to the state unclaimed funds in accounts when the owners cannot be traced. It has never meant any unclaimed property imaginable automatically becomes the property of the state. Sen. Kyl made the point that the CBO based its indexing assumptions on staff clarifications which conflict with what is actually in the bill the committee was about to vote on. The focus was whether or not indexing would be applied to the fines for not purchasing insurance. If indexed, the fines would increase proportionately over time, otherwise they could go down to zero.
